Copy of sepia image of W.E Forster. William Edward Forster was a Liberal MP for Bradford in the mid-nineteenth century and served in the British government. He was instrumental in the passing of the maor Elementary Education Bill in 1870 - often refereed to as 'Forster's Education Act' - which radically reorganised education for 5 t o12 year old children.
